CONSTITUTION
of the
WEST VIRGINIA UNIVERSITY AMATEUR RADIO CLUB


PREAMBLE

We, the undersigned, wishing to secure for West Virginia University and ourselves the pleasures, services, benefits, and prestige acquired in association with persons and activities commonly associated with Amateur Radio, do hereby constitute ourselves the West Virginia University Amateur Radio Club, and do enact this constitution as our governing law. It shall be our purpose to facilitate the exchange of knowledge and information between the members, other stations, other clubs, other Universities, and other sections of the United States and the world to promote radio knowledge, fraternalism, and individual operating efficiency; to provide Radio Theory and Radio-Telegraph Code classes to those interested; to serve the University, the Community, the State, and the Nation by providing the services of the Club and its facilities to operate and maintain a Club Station for such uses as provided for in this Constitution and the By- Laws of the Club; and to promote the general interest and welfare of the cause of Amateur Radio.


Article I

 
Section 1. MEMBERSHIP- Full-time students, staff, and faculty
           members interested in Amateur Radio shall be
           eligible for membership. The Club will not deny
           membership on the basis of race, sex, age,
           disability, veteran status, religion, sexual
           orientation, color, or national origin. There
           shall be two classes of membership:
 
               FULL MEMBER - Those who hold a valid FCC
               Amateur License.
 
               ASSOCIATE MEMBER - Those interested in Amateur
               Radio, but not FCC licensed.
 
Section 2. ELECTION TO MEMBERSHIP - Persons may be elected to
           membership upon presenting themselves at a regular
           meeting and expressing a desire and a willingness
           to abide by the Club Constitution and By-Laws.
           Upon payment of the proper amount of dues, he
           shall be declared a member of the Club.

Article II

 
Section 1. OFFICERS- the officers of this Club shall consist
           of: A President, a Vice-President, a Secretary, a
           Treasurer, and an Activities Manager.
 
Section 2. The Term of Office of the officers shall be one
           full year. They shall be elected at a special
           election meeting and the officers shall take
           office in the next meeting. Simple majority is
           necessary for election. The voting membership
           shall be limited to organization members who are
           WVU students. To hold an elected office a member
           must have at least a C (2.0) average at the time
           of election and must be a full time student.
           Furthermore, the member may not be on academic or
           disciplinary probation.
 
Section 3. Officers may be removed by a three-fourths vote of
           the active membership. Active membership is
           defined in the By-Laws.
 
Section 4. Vacancies occurring between elections must be
           filled by special election at the first meeting at
           which the withdrawal or resignation is announced,
           or as soon as practicable if the above time is not
           appropriate.
 
Section 5. The Duties of the Officers:
 
              President-  a. Preside over meetings.
                          b. Represent the Club in its
                             relations with the Student Body
                             and the Administration of WVU.
                          c. Enforce the Rules and By-Laws of
                             the Club.
                          d. Perform all the customary duties
                             of the President.
 
         Vice President-  a. Shall assume the duties of the
                             President in the absence of the
                             President.
                          b. Shall be the Publicity Chairman.
                          c. Shall perform all the customary
                             duties of the Vice-President.
 
               Secretary- a. Shall keep and preserve the Club
                             records.
                          b. carry on all correspondence of
                             the Club, except for QSL's.
                          c. Shall perform the usual duties
                             of the Secretary.
 
 
               Treasurer- a. Shall keep all financial records
                             of the Club.
                          b. Shall make monthly reports to
                             the Club, and annual reports to
                             WVU.
                          c. Shall perform the customary
                             duties of the Treasurer.
 
      Activities Manager- a. Shall be in charge of all
                             activities of the Club.

Article III

 
 
Section 1. All Federal Communications Commission and the WVU
           Code of Student Rights and Responsibilities shall
           be considered a pert of this Constitution, and in
           case of conflict the order of precedence shall be
           the FCC, the University, and this constitution and
           By-Laws in that order. Members who knowingly or
           willingly break Club-rules shall be subject to
           immediate expulsion from the Club.

Article IV

 
Section 1. Dues of not more than:
 
                           a. $5.00 per year for Full members
 
                           b. $5.00 per year for Associate
                              Members.
                           c. $5.00 per year for repeater use
            can be charged upon a majority vote at a regular
            meeting.
 
Section 2. Assessments may be levied upon Club Members by a
           two-thirds vote of the members present at a
           regular meeting.

Article VI

 
Section 1. A QUORUM shall be necessary for all business
           meetings. This Quorum shall be defined as one more
           than half the active membership.
 
Section 2. Regular meetings shall be held bi-monthly during
           regular academic year at the hour and day most
           suitable for the majority of the members. Called
           meetings may be held if deemed necessary by the
           Trustees and the President.
 
Section 3. Robert's Rules of Order Revised shall be used to
           decide questions of procedure and Rules where not
           in conflict with this Constitution.

Article VIII

 
Section 1. By-Laws - The By-Laws of this Radio Club shall be
           amendable in the same manner as the Constitution.
           They shall consist of all rules and regulations
           not included in the Constitution, and, in case a
           situation arises which is not covered by the
           Constitution or By-Laws, such a By-Law as
           necessary to cover the situation shall be shall be
           enacted by a majority vote of the members present
           at a regular meeting. In case action must be taken
           before a regular meeting is scheduled, the
           President, after consultation with the other
           officers and the Trustees, shall be empowered to
           take the proper action.
